Fire blast
Use the polygon lasso tool to select a shape as below. The fill with white.
 Apply Filter > Distort > Radial Blur Zoom 100%. The result should be similar to below.   Set the eraser as above and brush lightly around the edges of the shape until you have a similar look to the one below.  Apply Filter > Blur > Gaussian Blur Radius 1.2. The result should be similiar to below  Here is an example of it in use  Important note: The author is not a natural English speaker and there is a high chance of mistakes in every way.
