 Use the above brush and then under the detailed settings set brush tip shape > Spacing 200% Shape dynamics > Size jitter 100% Scattering > Scattering both axes 775% The result should look something like the below.  Apply the Filter > Blur > Motion Blur -45 degrees, distance 15 Click Edit > Fade Radial Blur > 50%.  Here is an example of it in use.
